Initial ELPAC Testing Protocol

Who takes the Initial ELPAC?

Any student who has a Home Language Survey (HLS) that has a language other than English as the answers for questions 1-3


has never attended a California school.

Before a student can take the Initial ELPAC, the student must:

  • Be fully registered on Infinite Campus with a student ID, grade, and an SSID.

  • Must show up as “eligible” on the TOMS testing platform (process might take up to two weeks).

Camila Kcomt (Assessment Technician) will contact EL Coordinators and APs when students from their school site are ready to take the Initial ELPAC. Testing must be done in person at the student’s school site.

School Sites, please coordinate:

  • Scheduling an appropriate space to test the students (conference rooms, library areas, multi-purpose rooms, etc)

  • Communicating testing information with students, teachers, and other staff members involved.

  • Creating and delivering call slips for students to arrive at the testing location at the confirmed date/time.

    • Students must bring all of their belongings, including chromebooks with chargers.

INC Department will provide:

  • Staff to administer the Initial ELPAC Test on the confirmed date/time.

  • Any testing materials (including headphones and log-in information)

Important: California State mandates that Initial ELPAC Testing must occur within 30 calendar days of a student’s enrollment date or GUHSD is held out of compliance.
